How GRO Services Can Help Streamline Your Business Setup and Growth
How GRO Services Facilitates your Business Setup Process in Saudi Arabia
Company Incorporation
Backed by 12 years of company formation expertise, the AstroLabs' on-ground team manages the entire incorporation process.
Through our GRO services, we assist you in preparing the incorporation documents and getting them translated and attested.
These include
- Articles of Association (AoA)
- Memorandum of Association (MoA)
- Financial statements.
From this point on, our team helps you secure the essential MISA and Ministry of Commerce (MoC) licenses and commercial registration (CR) certificate. Upon acquiring these essential certificates and licenses, a business can establish its legal entity in Saudi Arabia.
Work Permits, Iqama, and Visa Processing
After incorporation, our GRO services extend to managing the entire process of issuing an Iqama and work visa for non-Saudi employees.
These crucial documents are particularly needed to acquire a driver's license and mobile services, rent or purchase a property in Saudi Arabia, and open a bank account.
The team provides work visa issuance for new employees entering the Kingdom.
Main services include
- Handling sponsorship transfers for non-Saudi employees
- Registration services for Saudi nationals on both the GOSI and Qiwa platforms
- Managing work permit and Iqama renewal processes, exit re-entry visa issuance and exit re-entry visa extensions.
- Handling business visa issuance for short-term business purposes.
- Providing modification services for employee contract details in Qiwa and GOSI systems, including updates to financial benefits, job titles, and other employment information.
Government Liaison Services
Through our GRO, PRO, and HR services, we manage company licenses and certificates, government portals, and registered employees.
Our team will help you handle the renewal of subscriptions for essential government portals, including QIWA, Muqeem, and Mudad.
Other services encompass topping up the Chamber of Commerce account balance to ensure smooth processing of chamber attestations.
In addition, the team manages top-up services for Muqeem accounts to maintain an active status and assists with issuing default work policies for businesses through the Qiwa portal and issuing monthly establishment reports.
Document Clearance and Approvals
AstroLab's comprehensive PRO/GRO services include preparing, submitting, translating, and attesting legal and employee-related documents with all relevant ministries and authorities as well as representing clients in government correspondence, follow-ups, troubleshooting, and issue resolution.
The scope of work also extends to monitoring and reporting on regulatory issues impacting document clearance and approvals and conducting regular checks and follow-up on approvals.
Lastly, it includes handling document notarization and attestation at ministries like the Ministry of Foreign Affairs (MoFA), Supreme Business Council (SBC), and Ministry of Justice (MoJ).
License Renewals
Poor renewal management can lead to significant operational interruptions and compliance issues affecting both the company and its employees.
Our team ensures that the MISA license and CR, along with other crucial documents such as the general manager's Iqama are renewed ahead of time to avoid any fines and penalties.
Payroll and Employee Management
An integral aspect of our PRO, HR and GRO services is managing payroll processing services.
Our team provides comprehensive employee documentation services, including updating passport details in the Muqeem system, issuing salary certificates, processing online occupation amendments, and handling GOSI contribution invoices.
We also manage employee exit procedures by processing final exit visas and handling contract terminations in Qiwa, along with GOSI deactivation when employment ends.
Ongoing Compliance Support Services
Ongoing compliance support services are part of our GRO offerings. After incorporation, we assist businesses in managing their regular compliance tasks, ensuring your business maintains compliance with Saudization certificates and stays up-to-date with license renewals.
Regulatory Updates in Key Business Laws in Saudi Arabia
Commercial Registration (CR) Law
A new Commercial Registration (CR) law has been implemented to streamline business operations and attract foreign investment. Key developments include
- A unified national CR system, where one CR covers all business activities, including branches.
- A five-year grace period for existing companies to rectify inconsistencies in their branch CRs.
- The CR no longer needs to be renewed annually; instead, companies must confirm and update their information each year.
- Companies are now required to link bank accounts to their CR for secure and transparent transactions.
2. Amendments to Labor Law
The latest amendments introduce long-term structural changes aimed at enhancing job security, streamlining employer-employee relationships, and creating a conducive, transparent work environment.
- An increase in the maximum probation period from 90 to 180 days.
- A requirement for all companies to provide structured employee training.
- A new notice period of 60 days for monthly-paid employees who are terminated by the employer.
- Resignations are automatically accepted if the employer does not respond within 30 days.
3. Saudization Requirements 2025
The Saudization (Nitaqat) policy, which requires foreign businesses to hire a certain percentage of Saudi nationals, has been expanded. This update includes:
- The policy was expanded to cover 269 professions earlier this year.
- Changes are being implemented in phases throughout 2025.
- The government is providing support for recruitment and training to help companies comply with these new requirements
With the regulatory environment keeping changing in Saudi Arabia, our team of specialists makes sure you stay informed with the latest PRO regulations.
Why You Can’t Afford to Miss GRO Compliance
Qiwa Blocks Halt Workforce Activity
Missing compliance can block your access to Qiwa, freezing visa issuances, work permits, and Saudization certifications—crippling your hiring and operations
Mudad Issues Freeze Payroll
Non-compliance triggers HRSD penalties and payroll suspension through Mudad, leaving employees unpaid and your operations exposed
Missed Deadlines = Costly Fines
Delays or outdated records across portals like Muqeem and GOSI result in steep financial penalties and restricted access to critical services

The Role of a GRO in Saudi Arabia
Liaison and Coordination
The role of A Government Relations Officer (GRO) is mainly focused on facilitating Government Liaison Services. They primarily serve as the crucial link connecting a business and government bodies. It involves coordinating with various ministries and chambers to manage the legal and administrative aspects of setting up and operating a business.
Document and Compliance Management
Their role covers the hands-on services related to legal paperwork and corporate compliance.
The GRO is responsible for streamlining the process of submitting, collecting, and tracking essential government documents, licenses, and certificates. This also includes providing end-to-end support for all corporate compliance needs, such as amending business activities, managing legal structure changes, and handling shareholder updates.
Regulatory Monitoring and Alerts
The GRO officer is responsible for keeping the company informed of the latest regulatory changes by providing real-time alerts and expert guidance. This ensures the business remains compliant and can adapt to new laws and requirements, preventing potential issues.
National Address Management
The GRO officer is mainly tasked with managing the company's National Address with the Saudi Post (SPL), ensuring it is always current. This is a crucial administrative detail that helps the business avoid compliance issues related to its official address.
