National Sports Registry & Legal Standing
The Sports Law ties legal personhood to registration in the National Sports Registry, creating a single reference point for governance status and licensing compliance that counterparties can rely on in contracting.
Registry Scope
Covers the Saudi Olympic and Paralympic Committee, federations, clubs, and leagues, alongside key sector actors like the arbitration center, the anti-doping body, and operating participants such as facilities and academies
Transition Period
In-scope entities must regularize their status within one year of the Law's effective date, subject to extension by the Sports Minister
Commercial Unlock
Clubs and leagues now have a clear incorporation route, opening the door to commercial operations and foreign investment
Activity-Based Licensing
The Law introduces licensing requirements tied to public safety, consumer protection, and systemic risk, applying across most segments of the commercial sports value chain.
Events & Competitions
Non-government parties need a Ministry license to stage sports events, and commercial management or operation of events and competitions also requires a separate license
Facilities
Construction, modification, operation, or management of sports facilities all require Ministry licensing, with exemptions to be defined in the implementing regulations
Training & Education
Sports academies, institutes, and training centers need Ministry licensing; sports schools are licensed jointly with the Ministry of Education; and coaches and technical staff must be individually licensed
Post-Setup Enforcement & Workforce Compliance
Compliance continues after your sports business is established. Licensed businesses must maintain sector-specific requirements while keeping workforce, residency, tax, and social insurance obligations up to date.
Administrative Sanctions
Non-compliance can trigger fines, license suspension or cancellation, facility closure, and disqualification from future licensing.
Ongoing Compliance
Keep employee and residency records updated through Qiwa and Muqeem, maintain GOSI registrations and contributions, and meet ongoing ZATCA tax and filing requirements.
Saudization & Tax
Sports businesses must maintain applicable Nitaqat quotas and meet ongoing tax obligations, including corporate income tax, Zakat, and 15% VAT where applicable.
